Houston public records span a wide range of document types. The city keeps its own set of records through the City Secretary's office, while Harris County maintains court files, property deeds, and vital records at the county level. State agencies also hold records tied to Houston residents, including driver history and criminal records kept by the Texas Department of Public Safety.

The City of Houston website is a good place to start. It links to all city departments and their records. For court records at the county level, the Harris County District Clerk runs a public search portal that covers civil, criminal, and family cases. You can look up cases by name or case number at no cost. The system shows docket entries, party names, and case status for most filings.

The Houston residents directory also includes access to the city's GovQA portal for open records requests. You submit a written request, and the city has 10 business days to respond under the Texas Public Information Act. Officers for public information cannot ask why you want the records. All government info is presumed available unless a specific law makes it confidential.

Houston Police Department Records

The Houston Police Department keeps its own records at the Edward A. Thomas Building, 1200 Travis Street, 1st Floor. The Records Division phone number is 713-308-8585, and the Open Records Unit can be reached at 713-308-9178. Hours are Monday through Friday, 8:00 AM to 5:00 PM.

You can get accident reports three ways. The fastest is online through the LexisNexis BuyCrash portal, which costs $6 plus a small processing fee. Reports come by email after you pay. You can also visit the Records Division in person for $6 per report, or mail a request to 1200 Travis, Houston, TX 77002 with a check made out to "City of Houston" and a self-addressed stamped envelope. Mail requests take several weeks.

The Houston residents directory for police records also covers the TxDOT Crash Records Information System. This is the central state database for all crash reports in Texas. Reports usually show up 7 to 10 business days after the crash and stay on file for up to 10 years. A standard copy costs $6, and a certified copy runs $8.

Houston Municipal Court Records

The Houston Municipal Court handles Class C misdemeanors, traffic tickets, and city ordinance violations. The courthouse is at 1400 Lubbock Street, Houston, TX 77002. Call 713-837-0311 for help. The court is open Monday through Friday, 8:00 AM to 5:00 PM.

Online services let you search for citations, pay tickets, reschedule court dates, and look up parking citations. The court's Public Information Office is at 713-247-5479. You can also email 311@houstontx.gov for general questions. The municipal court is a court of record, which means appeals are based on the record made in the original case rather than a new trial.

Note: The municipal court does not handle felony or higher-level misdemeanor cases. Those go through Harris County courts.

Houston City Secretary and Public Records

The Houston City Secretary is the official custodian of city records. This office holds council meeting agendas and minutes, ordinances, resolutions, and board and commission records. It also runs the elections for the city and keeps the municipal code up to date.

Public information requests go through the city's open records process. You can submit them online, by mail, by email, or in person at City Hall. The city uses a GovQA portal to track and manage all requests. Under state law, the city must respond within 10 business days. If they can't release the info in that time, they have to send you a written notice explaining why.

Harris County Resources for Houston

Harris County runs the district courts, county courts, and justice of the peace courts that serve Houston. The Harris County records portal covers civil, criminal, and family case records. The District Clerk's office is at 201 Caroline Street, Houston, TX 77002, and you can call 713-755-5725 for help.

The Harris County District Clerk handles case filings for all district courts. The county also has 16 Justice of the Peace courts for small claims, eviction cases, and traffic matters. Property records, tax records, and voter registration are handled by other county offices. The Harris County Tax Assessor-Collector manages property tax records, and the Harris County Elections office handles voter records.

For state-level records, the Texas Judicial Branch runs the re:SearchTX system that covers court records across all Texas counties. The Texas Constitution and Statutes website lets you look up any state law.
